Excelsior University says it will provide free tuition to qualifying full-time New York residents beginning with its fall 2026 trimester on August 31.

Students must have an adjusted gross income of $60,000 or less, meet the program's dependency rules, and qualify for both the federal Pell Grant and New York's Tuition Assistance Program.

After those grants are applied, the university will cover the remaining balance of undergraduate tuition and course-related fees for eligible students.

The program is designed to make a college degree more reachable for New York students whose grants do not cover the full cost of attendance.
